First of all Bhutan is geographically near to us, sudden change in Bhutan's policy may affect Nepal either positively or adversely so we should be keeping our eye on Bhutan. We all know that expelling of Bhutanese affected Nepal, Nepal- India relation and finally Nepal -China relation ( western countries gave refuge to Bhutanese refugees living in Nepal, Nepal issued travel documents to them, On that back ground USA is asking Nepal to issue similar documents to Tibetan refugee in Nepal, Nepal is denying under Chinese pressure) 
You know what happens if Nepal issue similar certificate to Tibetan refugees in Nepal, ? there will be tremendous flow of refugee from Tibet to Nepal and Nepal will be forced to issue travel documents and finally there will be a huge problem between Nepal and China.

As Albert Einstein said, "everything is relative"  and as Gautam Budha said "nothing can exists independent of everything". Keeping your eye open is not worrying about others instead it is preparing yourself from probable adverse outcome.

I agree Bhutan has produced lot more electricity than Nepal with the help of India. But the question is If they are producing so much electricity and selling it to india at 2 Rs/Unit why they need to import expensive gas for their household consumption,?
Why they are not using clean energy (electricity) and using gas (polluting energy)?
Why Bhutanes eppl got angry with their government when India removed subsidy?

It like you produce rice and sell to India 2 Rs/kilo, and for you own consumption you are importing wheat from India 6 Rs/ kilo
you are forced to sell your rice at 2 Rs/kilo


Bhutanses are suffering from this catch
India can remove subsidy they provide by their independent decision BUT when Bhutan wants to increase the price of electricity new Delhi has to agree.

Who is denying Bhutanse people from its home produced  electricty?

Now the situation is like this
Bhutan produces cheap electricity, but its ppl can not use it for domestic need, they have to sell it to India, and they MUST buy expensive gas from India for their Domestic consumption.
Its like exchanging Mercedes with Tata Nano
