Bhutan wants India to accept tariff revision for hydropower from 336 MW Chukha Project




SILIGURI: Himalayan country Bhutan urges its next door neighbor India to accept an upward revision of tariff forHydropower that comes from ChukhaHydroelectricity project in Bhutan to India.

According to managing director of Druk Green Power Corporation, Bhutan, Dasho Chhewang Rinzin, Bhutan is in touch with the GoI for an upward revision of the Chukha power tariff from the present rate of Rs 2 per unit. "The price reversion should be done considering the international benchmarking and bilateral relationship between Bhutan and India," said Bhutan finance ministry officials.

The development has taken place following India's decision to cut down the subsidy that it has been providing behind the power procured from Chukha.

According to Dasho Karma Ura, Advisor to the Bhutan Ministry of FinancePower Trading Corporation of India purchases power from Bhutan at a base price of Rs 1.55 per unit. But GoI gives a subsidy of Rs 0.45 per unit making the total price received by Bhutan as Rs 2 per unit.

With its average production of around 180 crore units a year, Chukha will have to face a

Revenue reduction of around INR 90 crore per year following this subsidy cut down. "And that will be a major jolt for Bhutan for which power is a major source of income. GoI will definitely put an eye on restructuring of tariff of Chukha that remained at this level of Rs 2 per unit since 2005," said officials at DGPC. As a matter of fact, Bhutanese authority wants India to agree on a base price of higher than Rs 2 per unit that can not only maintain but increase Bhutan's revenue earning from Chukha.

As a part of the initiative of Indo-Bhutan cooperation, the 336MW Chukha hydropower project was the first mega hydropower unit built with financial and technical assistance from India. The project was fully funded by GoI, with 60 percent as grant and 40 percent as loan at an interest rate of 5 percent. Following signing of an agreement to build the project over the Wangchu river on March 23, 1974, Chukha was fully commissioned in August 22, 1988 at an estimated cost of INR 2,465 million and running at present with average production of 180 Crore units annually. Its loan was liquidated on December 31, 2007

Bhutan has been royally screwed by India, specially on power trades. Most of Bhutanese don't have power for themselves while the Government signed agreement to sell power to India for a significantly cheap rate (although India did help Bhutan on building the plants).

While Nepal hasn't faired too well in the dealings with India, we are surprisingly in a better position than Bhutan, despite the load shedding and power scarce.

1. At present energy price is so high, and Bhutan is getting only  2 Rs/KWH
2. At present most international companies are ready to fund a hydrowper project on 30-35 yrs free lease basis. after that period the project belongs to the govt.
3. Chukha was completed in 1986 so if a private company had funded it, in 2017,Bhutan gets the qonership and cgahrge india based on  international energy price.
4. If India can pay internationally priced petrolium products , why not hydropower, it is environment friendly and they can pay in Indian currency, no need to pay in dollars.
5. Heard that India used to pay 20 piasa per KWH for electricity produced by Koshi, In 1990 they started to pay 35 paisa and now it is 50 paisa /PKH, I have no proof
6.Koshi will be controlled by Indians for 199 yrs, it is in the treaty 

These are the main theoritical problems that Indai need to correct first, by not doing it 

a) they are main cause of souring realtionship  with their friendly neighbours like Nepal and Bhutan
b) Destroy their environment
c) Stress their economy, think about it if Indai imports 20000 MW of electricity in Indian currency hoe much beneficial will it be for Indian economy? 
d)Also proves thast India has no long term vision

Lets not worry about Bhutan. lets worry about ourselves. Before we talk about others, take a look at our own problems.
When we are better off, then we can talk about others.
Unless we get out of this shit hole, others will not respect our opinion.

Nothing is for free. It is all give and take. It is no different for India, USA or China. Do you think we get everything for
free from India and China. No they have bigger ambition. Of course  India will use its leverage when it is not satisfied. So will China and USA.

We should stop calling Indian such as Dhoti, kahli sisi and by other names to other people as well. We have TOO BIG OF AN EGO. Insead, we should make friends and take maximum benefit out of our neighbors. We will never make friends by calling names. It is better to be friendly than make enemies.

Do you even know what is the largest MW hydropower plant in Nepal?

Selling hydorpower to the energy hungry and economically rising India, even its their terms, is the one and the only option left for revenue for the betterment of 26 milllion (and counting) of us. Do you think we rather take pride of our fellow citizens lamenting in Qatar and the house of the Sauds than being able to utilize the natural hydropower?

Bhutan has done what is in its best interest of its people. Who, really who, are we to know better?

Each one of us is always at India this, India that. Crap.

Honestly, how many of us has not taken advantage of India? The very reason I am typing english here can be traced to the British Raj in Indai.
Be truthful and self crtiical. I have no special fondness of India.

I am tired, too tired, of each one of us blaming India for each of our misery.

Yes. It's Kali Gandaki A, 144MW.

And How do you know this? How do you know that was in the best interest of their people. Bhutan has vastly improved in domestic Electricity reach since 2002 and later reforms, however it is still paying through the former projects completed by Indian grants.

I am not one to blindly criticize India, but i will tell you this much, we wouldve been far better if we were not so dependent upon and controlled by India.

Yes, nothing is free, all give and take I agree. My interest is How much should we give and how much should we take?
Any agreemnt, treaty, understandings between countries should follow international norms, practices.

If a country wants to substantially deviate from international norms and generally acepted practice, we should take precautions while dealing with such country or  blindly do agremment thinking "Ram bhala karega"

Give and take is good, but 50/50 is the best, 45/55 acceptable,. How do you feel if the give and take is 60/40 and that 40 % makes you feel like screud up because with that 40% you can not manage anyhting?

If you are enering into a deal with anyone, dont you want to check his background, pesonality/behavior? and based on those analysis wont you guide your negotiations before entering into a deal?

In this world if anaother party finds if you are unware of your rights they will try to take as much as possible from you, then whose fault is that? yours or theirs?

We can not change neighbours, but we can prepare ourselfs based on their past behavior and their behaviors with other neighbours, this is called talking preacutions. Talking precautions is good, isnt it

Keeping yourself aware of what is going arround you and acting accordingli is wise things to do isnt it ?

so, Indias treaty with Bhutan was based on above logics, so that we can prevent being screwed up in future.


Every country and its countrymen naturally sopposed to prefer a treaty which benefits it and its people.

for example lots of country help Nepal for what ?

China wants help from Nepal in Tibetian problem, Tibetian problem is not a Nepali problem was created by China and other powerfull countries. lots of Nepaly tax payers money is being used not to allow antichina activity in Nepalk, why should we do that? that why we need chinese help, if they want Nepal to help them they better pay for it


Similary, India wants nepal to help them in Pakistani infiltration into india via Nepal. India pakistan problem was not created by Nepal, It is their problem and they need to resolve it. If there is no enemety between India and Pakistan there will be no need of pakistani infiltration in india, they can keep their border open like between Nepal and Indai,

Nepal sepends lots of its taxpayers money to check the infiltration, why should we? That is why we need help from India. If India want nepal to help check their problem why should not we expect India to help reduce our problem?

You see it is all mutual things to do. Becaus of Nepal, India has saved lots of money in its defence, so it is natural for Nepal to expect some of those money in its developmental activity.

Likewise, ppl say USA have given nepal so much dollars in aid, in reality situation is bit different , if you calulate the dollars USA collects from Nepali Visa applicants. 

In many cases Financial aid from USA is almost eqivalent to the dollar it collects from Nepal from Nepali Visa applicants, I understand it is not necessary for USA to aid nepal but then what will be its influnecs as a super power? USA is maintining its status as a super power in Nepal just simply by giving back dollars it collects from Nepal. In return it gets so much from Nepal

Yes my friend this world is all about give and take, But billion dollare question is " how much should we take and how much should we give? If you are not clever enough there will be only "give " in your part, and no "take".


Like in case of Bhutan it sells electricity to india very very cheap price "give" but for its fuel need it has to import subsdised fuel from India , handing over power play to India. As a result just because India stopped subsidy for whatever reason, the party which won only 2 seats in last election ended up wining 30 seats in this election.

Now because of such treaty Bhutan needs to buy expensive fuel from India (India adds taxes to the international price). It could have been lot relief  to Bhutanes ppl to use cheap electricity ( 2rs/unit) instaed of paying approx Rs1400/cylinder of gas.

Gian for Bhutan for these hydropower plant ? 

1. King was able to expell 100K Nepalis without any problem
2. Bhutanese get electricity just enough to light their houses , that too, after many years of completion of the project, not immdiately
3. Although they produce electricity they have to buy expensive gas/diesel/petrol for fuel
what India got,

1. Cheap electricity for generations
2. Using Bhutanese money India was able to show "who is the boss" in this reason

ppl are always happy to enjoy other peopls money

Selling hydropower to india very cheap and buying expensive gas/petrol /diesel kerosine  ? What type of business model is that ? In what type of math is profit making ?

No one is against selling hydropower to India/china but at resonable price and that too after Nepali using it first. 

Does Kuwait sells its oil very cheap to USA below international price ? even though USA was main player in liberating Kuwait from Iraq in first golf war.

Why we Nepali always have to bow down to everyone who has done small positive think to us? 
Is USA asking Kuwait to sell its oil at discounted price and asking kuwait to buy expensice US coal? nope


Then why India is asking us to sell our hydropower at discounted rate and we have to buy oil and gas from Indai even though Indi doesnot produce enough of them?

I understand India invests money so naturally it wants more, 

So does the private companies, They agree to invest almost 100% , and also ready to handover power plant in 30-35 yrs, within that period they recover their cost, and make profit. they also pay taxes, and Royalty to the government of Nepal.

Indian gov can do the same. Invest, run power plant for 30-35 yrs, pay taxes, eoyalty and after 30 years handover power plant to Nepal. 
Why Indian govet. deal has to be worse than that of Private company?

If you dont do your home work seriously, you are destined to be doomed
Look what happeend in Bhotekoshi and khimti?
American and Nowergian companies made 100% investenment, agreeing to handover powerplant to Nepal after 30 yrs, intial cost to Nepal was 4.95 cents per unit. 
But the there were some cath which nepali side either faild to see or was bribed to keep quiet. those catches were
1. Paying in dollar, from the time of the contact till date dollar value has risen by 80 %, so the electricity we get from Bhotekoshi and Khimti is 80% expensive by default.
2. Price hike after certain period of that, this  addded misery to already high price.

Because of these two pints those two power plant bringing Nepal electricity authority down.If you dont know how to entertain your rights forget about getting a fair deal.


There is a very good example in India, Dhanabad,
Dhanabad ,
Dhanbad is famous for its coal mines and industrial establishments; it has 112 coal mines with a total produce of 27.5 million tonnes and an annual income of 7000 million Rupees through coal business

Dhanabad lies in Bihar, but Bihar is the  poorest state in India, Now it is in Jharkhand, which is also not a well off stae,  where does the money goes then? Do your homework.

The whole point is we don't need to worry about Bhutan. They are far better than us. We should worry about our well being before we point finger at someone else. Bhutan is on its way to producing more than 12 Gigawatts of hydroelectricity by 2020. Guess what they are already producing more than 2 gigs with Indian assistance. By end of 2013, they may be inching towards 3 gig. lets see what we got: 70,000 megs of potential electricity. Yet we produce 0,7 gig. Don't we wanna laugh at ourselves. Another thing: India provides 60-40 ratio (60% assistance and 40% low interest). We get nothing. We have huge trade deficit with India. I mean probably Rs. 300 billion. Where as Bhutan has Trade Surplus with India. It is norm for us to accept no water in boudha for one week. If you tell the same thing to Bhutanese, they will laugh at us. Even my friend who was on NGO delegation to Thimpu few months back told me that he had a best morning walk in Thimpu. It was so clean. That was his expression. I doubt if we can say that here. So what if Bhutan goes to beg to India. Who cares it is their business. They know what is in their best interest. Bhutan goes to India and we laugh. Do you how many times our PATHETIC leaders goes there and we say nothing. probably Drukpas are laughing at us and all the moron leaders. So lets mind our own business. We don't need to butt in someone else unless we are better off ourselves. That's my point.

First of all Bhutan is geographically near to us, sudden change in Bhutan's policy may affect Nepal either positively or adversely so we should be keeping our eye on Bhutan. We all know that expelling of Bhutanese affected Nepal, Nepal- India relation and finally Nepal -China relation ( western countries gave refuge to Bhutanese refugees living in Nepal, Nepal issued travel documents to them, On that back ground USA is asking Nepal to issue similar documents to Tibetan refugee in Nepal, Nepal is denying under Chinese pressure) 
You know what happens if Nepal issue similar certificate to Tibetan refugees in Nepal, ? there will be tremendous flow of refugee from Tibet to Nepal and Nepal will be forced to issue travel documents and finally there will be a huge problem between Nepal and China.

As Albert Einstein said, "everything is relative"  and as Gautam Budha said "nothing can exists independent of everything". Keeping your eye open is not worrying about others instead it is preparing yourself from probable adverse outcome.

I agree Bhutan has produced lot more electricity than Nepal with the help of India. But the question is If they are producing so much electricity and selling it to india at 2 Rs/Unit why they need to import expensive gas for their household consumption,?
Why they are not using clean energy (electricity) and using gas (polluting energy)?
Why Bhutanes eppl got angry with their government when India removed subsidy?

It like you produce rice and sell to India 2 Rs/kilo, and for you own consumption you are importing wheat from India 6 Rs/ kilo
you are forced to sell your rice at 2 Rs/kilo


Bhutanses are suffering from this catch
India can remove subsidy they provide by their independent decision BUT when Bhutan wants to increase the price of electricity new Delhi has to agree.

Who is denying Bhutanse people from its home produced  electricty?

Now the situation is like this
Bhutan produces cheap electricity, but its ppl can not use it for domestic need, they have to sell it to India, and they MUST buy expensive gas from India for their Domestic consumption.
Its like exchanging Mercedes with Tata Nano

 How pathetic are we? India is already encroaching more than 700 km2 of our land. I am talking about our land.
Even in heavy monsoon season, we have 4 hours electricyt black out while Bhutan has none.
We have over Rs. 300 billion trade deficit while Bhutan has Trade Surplus with India.
We have less than 800 megs of electricity while Bhutan has over 2000 meg.

With so much pressing issues to handle, we love to talk about Bhutan, India and others as if we so rich when in reality we are so pathetically poor.

Aafno ghati ma bhaisi hideko dekhdei na, arka ko ghati ma jumra hide ko dekhcha...

1. India encroached 700 sq.km, That was weakness of the past rulers, does that mean we havt to let India have monopoly in our natural resources at present?

2. India deceived us in Koshi treaty in 1960s, does that mean we should let India to deceive us in another river too?
3, Nepal's past rulers made mistakes, does that mean at present we need to make mistakes  too? 
4. Is it ok to repeate same mistake again and again ?

300 billion deficiet,
Yes we have, we will see how much defecit will BVhutan have when Bhutan starts to import Gas without any subsidy
Also, 

In 2012 USA had 315 billion dollar trade deficit with China and Inda is expecting a trade deficeit of more than 40 Billion dollars, 

So, My friend, is BHUtan is better place than USA and India 

or, Is China is Better place than USA? because they have trade surplus worldwide? where do you want to live ? in USA or China? If choice is available ?

My friend, is a trade defecit of 300 Rs and less electrcity production making you feeling a inferior person?

Please stand on your ground, dont feel inerior.

I agree with you we have many pressing issues to handle, and Nepal India relation is one of them, for this we need to undersatnd Indias behavior with other neighbouring countries including bhutan

 1. India has encroached in the past and they will do so in the future. The past leaders have failed us and it is no different than present langoors.
2. If India decieved us with Koshi in 60s and chances are they will do again. Our leaders have not changed. In fact it has gotten worse.
3. Our past rulers have made mistakes and we continue to let them make MORE MISTAKES  in the present.
4. It is stupid to repeat same mistakes. but we keep doing it again and again. it is getting worst but we let our leaders go Scotch free.
5. I learned the lesson. But many have not. That is why I say, right now is not the time to point someone else mistake when we are making bigger mistakes of same. Instead do our homework. Lets walk the talk rather than just talk the talk.

And most importantly,

1. We have to understand our position in the region in order to give a valid reason. We just cant open our mouth. We have to speak from our strength and position. Then people will respect for our opinion.
2 & 3. I dont have a submissive mentality nor I want to bash anyone. But you have to know about the other side. Bhutan has come a long way in short  time and there are lots of things we can learn from them. I know I dont like them either. But there are few things we can learn from them.
4 & 5. Again we all and our leaders talk tough. When New Delhi stop the gasoline shipment in Birgunj or sunauli, our leaders will be in delhi flight the same evening. It is no different than what Bhutan is facing. We just face 10 times more and we dont talk about it as if it never happens.
Again I am not seeing any discussion about 700 km2 of our sovereign land. It is 700km2: bigger than singapore. 

1. I remember my teacher telling me, "Unless you house is in order, you can never be strong outside." So lets not worry about the issues among India, Pakistan and China. Let them figure out when they want to nuke and screw each other . Bhutan can join the  trio if they want.  In the meantime, lets get our house in order. Then we can approach outside.
2. I have a problem with Rs 300 billion trade deficit. That means we cant create enough jobs for sojha nepali. Yes, 300 billion is more than $US 3 billion. It is hard earned foreign currency by nepali working in Middle East. Only reason then ended up in Arab is because our govt could not produce enough employment. May be you dont care of 1500 nepali boarding flights daily to find a job in Middle east.

If Bhutan has trade surplus with India while producing only 2 gig of electricity, wait until they produce 12 gig by 2020. Instead of trade deficit like we have, they will probably have 5 times more trade surplus. Do the math.

Lets not compare  our issues between USA and China or USA and India. They are big and have means and backup to take such a punch like big trade deficit. We dont have one. Again I remember somebody telling me, "ghati heri haddi nilnu."

You asked me if Bhutan is a better place than USA and India. May be not the best. But if expression of my friend who went to Bhutan is any indication, may be there is something we can learn. 

We are not inferior person. But we dont want to look like one if we dont know what we are talking about. Trade deficit and less electricity speaks a lot about our ability as a nation and a people. I hate the world to tell us that our nation is one of poorest.

Finally, I am taking my stand by being mindful. Lets be mindful about what we say about others. If we wanna say something, lets say positive things. Say good things about them and soon they will be our friends. Anger will never solve our problems. Speak well with respect for others and they will respect you. Soon you will make your enemy as a friend. So lets be mindful.

Lets make friends among us by learning and sharing among each other. lets be mindful about things we say and do. You will be a happier person. One sajha member at a time.

Every country in our neighborhood has gone thoiugh gestation period, China was about to collapse, Tienmien square opened its leaders eye.
India was on its verge of collapse, they realised their mistakes in early 1990. Bangladesh was same, Leaders were busy in infhting, Pakistan is still confused. You know situation in Afganistan.

We remained Dormant during Rana rule, sort of hybernation.  after 2007, lack of trust and unnecessary ambition between king and Leaders and among leaders pushed us towards state of lazyness. 

Now is our gestation period, It will take time but we will emerge stronger out of it.

Yes it is important to keep our house in order but in this global village era one can not keep its house in order if it is unaware of situation in its surrounding, that is why we need to know whats going on in India/China/Pakistan/Bangladesh etc. Because situation in these countries affect us, our economy.

I am not afraid of Bhutan's Progress. I am not jealous. In fact it is good if Bhutan is progressing. But will not agree with any situation whereby India's cancelling its subsidy producing different political outcome.That is like political hostage taking.

300 billion trade deficit is no encouraging but most of it is due to developmental acvtities. 

There are many ways we can rduce this defecit, for example producing hydropower first fro internal use. and providing it to cheap so that cooking in electricity will be cheaper than gas/fire wood. 

This will help us reduce trade deficiet due to cooking gas
Also electric car, In western world main problem of electric car is a) its speed  and recharging ability

elctric car with lower speed wont be a problem in Nepal, average driving speed is 60 km/hr, and and recharging battery will also be a major problem, because we drive less km per day, so once a day charge at home will be enough

If we manage to produce enough electricity, (this is possible by simply managing present resources abd private sector) then electric cars will reduce petrol import which will finally reduce our deficit.


At present govt is subsidising gas/diesel ( that means giving money to india)
After producing elctricity, is it is expensive, govt should subsidise it. ( this means money will stay in nepal)
remember, if money stays at home you are consider rich

second, developing hydropoer for export to India and china with the help of aid/loan and internal resources
Here, we have to be craefull, otherwise India china will get a free ride.

As I previously told 50/50 is the best, if it is not possible 55%/45% is not that bad either, but lessor than that is like getting screwd up.

Past ruler made mistakes, thats why India is taking us easy, taking us granted, If we are not clever enough, if we dont raise our voice present leaders most probbably will do tha same. future generation will scold us. We must not handover a a defunct nepal to future generation,we dont have right to do that.

Does that mean we have to have enemty against India or China ? No, they are our neighbors, it is always good idea to have good relation with neighbors, we just need to check their bad behavior towards us, that all. This we can do standing on our ground and just letting them know that nepal is not a piece of cake, its is a country to recon with.

India needs much more energy than it can get from Bhutan. In Science magazin I read in 1988 Indai had a plan to produce 10,000MW of nuclear power by 2000 but was able to produce only 500 MW.

Lately there is big talk about pollution in Beijing because of coal power plants and home use of coal.Electricity produced from Coal, diesel, thermal power and to some extent nuclear power is almost 15-10% more expensive than hydropwer. On top of that devaluation of indian currency is making disel, power plant very expensive. They are also very pollution in Nature

For large scale nuclear power plant, India do not have technologhy to handle it. Nuclear fuel is very costly,USA and Russia want to sell those expensive material to India with many string attcahed. management of spent fuel is very expensive. and dangerous

So India has no alternative, if it wants to fullfill its drams of becoming one of the worlds power, without cheap energy it is not possible. 

We just need to be patient and consistent in our negotiating skill. When india realises it is paying almost 20% more premium than they can get from Nepal they will come to us, that day is not far actually.

I'm not the opponent of India nor a blind supporter. I believe countries like Nepal and Bhutan who are geographically isolated between two most populous countries in the world, the best way to approach the issues is to have a cunning smart relations with both India and China.
For the part of Bhutan they don't have that Option. When Bhutan signed a treaty with British India it is stated in the treaty that Bhutan must get approval from India on any foerign relations it wants to establish. After math of that treaty, India completely cut off Bhutan from China. Last time Bhutan tried to build a diplomatic relations was few years ago when Prime Minister Thinley met his chinese envoy during UN meeting. India Immediately doubled the price of the oil and gas during the time of election which made Thinley very unpopular in Bhutan. The new Prime minister will never make any attempt to build such relations with china any more.
Although India is very unpopular in Bhutan its grip on Bhutanese Government is very strong.
Chuukha and Tala Hydro Power project are straight robbery from India. It was never meant to benefit People of Bhutan. Although Bhutans Politicians are very smart they cannot sustain this for very long. There is basically no employment in the country besides few Govt jobs. Lot of young kids are unemployed. Press are firmly under Government control and so on. This will explode very soon which might be a very risky situation for the monarch. If you look deep into Bhutans Problems. Lhosampas(Southern People, Nepali), and Sarchop( Tribe in Bhutan different from current ruling class) compromise 90% of the Population. Its only about time people will come to the streets.
Nepal on the other hand although has lot many poor people is in better situation than Bhutan. Recent conflicts with India showed that it can survive any prolonged sanction from India. Any Nepalis who think India will do anything better to Nepal is foolish, see the following reasons:
1. During Maoist Insurgence India sheltered Maoist who were declared terroist by the US and Nepal it self. Think how India would treat us if we let Pakistani Terroist in Nepal. This step by India was straight forward indication that India wants Nepal to be unstable.
2. Few years back when Nepal and China discussed about a possible rail route in the Himalayas to Kathmandu, there was an uproar in Indian Parliament. They said they will immediately start building a rail line from Raxaul to Kathmandu. It never came into play. What this means is India is delibrately pushing our development projects back so that we'll never develop.
3. Sanction this year. This was directly towards PM Oli who refused to bow under Indian pressure to let Terai become a seperate region. The whole idea behind that was to make Terai a state. After that create more unrest in terai so that Terai people will ask for an Independent country. After that hold a referndeum promising Terai people to have facilities like Sikkhim and finally swallow it into India. Oli became the worst nightmare of India. Now they have got rif of him Prachanda is in line to help them(so careful...).

On the other hand Chinese have been preety neutral in our Political Process. All they want is a stable Nepal so that they can sell their shit to Nepal. This is not a bad policy at all coz every country looks to expand their trade into new markets. Whatever China builds in Nepal will also benefit them and i dont have any problem with that. Contrary to India who wants Nepal to be unstable China has a better interest in Nepal. Nepal has diplomatic relations with China. It already started building Fiber Optics line in the Tibetan Border. Nepal must complete the rail way line to access Chinese market and oil. Only after this India will treat Nepal with respect. We can then negotiate from the point of strength. We need following changes:
1. An educated leader. All the Prime minister in Nepal so far are fifth graders. They are illetrate academically and in politics. They will give up everything just to become a minister for two months. All current leaders must be dethroned and new leadership is needed. May be some of us educated in US might have to go back and lead.
2. Peaceful environment for investment.
3. Mass awareness about how to develop the country.

India is not helping Nepal and Nepali but Helping itself.

I wish our Neta do not sing any agreement that harms our Nation.
