What you said is reasonable. But note that I didn't say Nepal's penal system is flawless or that it doesn't suffer from the influence of politicians;sure prime minister and home minister pardon their man and you can buy off judges and that I am disgusted by it.(for the record, both Bill Clinton and George Bush pardoned their cronies and donors at the last minute,as you know. And Illinois governor was trying to sell senator seat. He got caught, but every Chicagoian knows that the state and city is full of shitty politicians.).

I defended two things about our penal system: one is its relatively shorter incarceration period, its belief that jail systems are there to reform people. I hope some people do comparative study on recidivism of these people and see if our system has worked. I really would love to know whether people released late in their life commit crime again and again in Nepal?

Another is our emphasis on doing away with capital punishment. Prime minister Bhim Shamsher was actually the first person to abolish capital punishment (except in the cases of treason, sedition ), and it has been so long. 

Yes, the recent spate of violence  by insurgent groups have made a mockery of these laws, but the good news is that once parties enter the mainstream they agree with this fundamental principle.

For your record: our country didn't give the world words like lynching, chain gang and so on. Our country is darn poor, but there are some things about it that is worth emulating even by the richest countries.

I have only one consistent position in this thread: that I think american lengthy prison system is barbaric, cruel and doesn't serve any purpose. Show me one statistical work that says that it is efficient in doing what it purports to do. It is not me saying this, it is the great minds/scholars of this country saying this.]
