Yes,  Americanboy ! my point is that the idea of “ethnic federalism” [dividing the country among major ethnicities and giving them special privileges like ‘first right’ to rule (primacy, अग्राधिकार), power to impose their language and culture in the respective state and so on] is neither desirable nor possible in a country like ours where more than 100 ethnicities and thousands castes, sub-castes, clans and other divisions live intermingled with each other.

Ethnic federalism will not only not solve the existing problems but will engender new problems like multi-directional ethnic tension and conflicts.

On the other hand, an ethnically secular statehood with provisions for proportional representation of all social groups in politics and affirmative actions for the marginalized groups and so on, which actually are already showing positive effects (the unprecedented representation of diverse ethnicities and groups in the Constituent Assembly, a case in point) looks promising to address the existing problem of exclusion and unequal advantages.
