Yes, rahulvai, we are all more or less corrupt and our whole society is based on corrupt mentality. But there is a difference. You can't put a political leader and an ordinary citizen in the same position. You wouldn't see any visible impact on corruption level, if an individual starts paying taxes. However, You would be able to notice dramatic changes, if our Prime Minister starts even a single measure of corruption control. So, having many corrupt citizens in our society does not mean that our political leaders should be declared clean. These political leaders must show the leadership. They have necessary power, authority and institutional tools to eradicate corruption. After all, they are elected, hired and paid for this job.
