For ur kind information, I was selected aa Nepal's nominee for East West Center Fellowship ( PhD)for the year 2005/2006 but unfortunately at last hour I was denied the fellowship and awarded only partial EWCA scholarship. I rejected that as I had to pay $ 13500 per annum. Thinking that I should utilize the GRE and TOEFL scores. I have been searching the suitable universities but every one is asking for the application fee. I am a government engineer working in water supply and sanitation field. Please help me.
