My advice:

Don't agonize over this.

A simple, short and straightforward letter

from your college ko principal (or someone else in some recognizably authoritative position)
on an official stationery
on your behalf

should work fine.

Fax/send/mail that letter to all the schools you are applying to.

[If in Nepal, you can probably get a sample letter from the American Center in Gyaneswor.]

Good luck.

Ashu ji,
Thanks for ur reply but still not clear to me. Please bistaar sang lekhnu hola. For ur kind information, I was selected aa Nepal's nominee for East West Center Fellowship ( PhD)for the year 2005/2006 but unfortunately at last hour I was denied the fellowship and awarded only partial EWCA scholarship. I rejected that as I had to pay $ 13500 per annum. Thinking that I should utilize the GRE and TOEFL scores. I have been searching the suitable universities but every one is asking for the application fee. I am a government engineer working in water supply and sanitation field. Please help me.

Do talk to the American Center people, and explain your (new) plans to them.
Seek their advice on how you should plan on paying for your education.

They are there to help Nepali candidates such as yourself, and the fact that you've successfully gone through the EWC selection process must make it easier for them
to help you plan more realistically.

Alternatively, your office ko haakim could write a short letter on your behalf too,
saying that you earn this much per annum, and that that paying the applications
fees would pose hardship to you.

Getting the fee-waiver letter should the EASIEST part of your application
process.

Good luck.

rahulvai,

I do not know about other unis but in my uni u can defer the application fee. You just gotta select defer while filing up online aplication and give some reasoning on why you are defering. ALl this is online. I think there might be similar provision in other unis but do not have much ideas about other unis.

You seemed to be from engineering background. My uni does not offer engineering grad degree.

Hope this helps.
Peace

Rahulvai,
Go to USEF (United State Education Foundation) in Gyaneshwor and ask them for a fee waiver they will write a letter for you. Or try to find someone from Nepoal in your school you got a schlorship and they should be able top help you in that case.

Good luck.

Well, there are couple of wyas of getting waiver (as mentioned above). Since you are trying to get milloin worth education, why do you hesitate to spend some money on application fee. Don't think of getting everything free. I spent some while applying for two universities and got fellowship in both and chose one. So, if you think you are deservng candidate, don't waste your time thinking this and that, just chose one or two good universities and apply with whatever fee you have to pay. Good luck!

rahulvai
as far as i know, university of alberta in alberta, canada does not require any admission fee. if you too are from IOE, our BE is recognized, so i encourage checking out canadian universities too at
- http://www.aucc.ca/

for canadian univs, normally the adm fee is CAD 100. which is less than the US buck anyway.

all the best.

keep rolling...

I didn't have enough time to read through the responses to this thread so I'm sorry if this information is redundant:

Application fee waiver: USIS used to make application fee waivers for 100 rupees back in 1997. The office was in Gyaneshwor

Public Instutions do not generally accept free waivers. So you might want to try private institutions.

PhD programs generally offer research or teaching assistantships which should cover the costs of all your education + room and board. But you may still have to pay the app fees.

You sound like a strong candidate for admission. If I were you, I would not worry about paying application fee in the first place. Apply for assistantship or fellowship and this will take care of everything. US universities are spending so much money on international students.

If you are really worried about application fee, try the universities in Florida. Application fee is really cheap compared to northern states. I remember paying 65$ application fees in University of Minnesota 4 years back, but universities in Florida charge around 30$ now.
