 H1b Masters Quota eligible for Regular Quota or not ?

Hey guys,

I have done MS from computer science. The H1b cap for Masters quota has already reached 10200.
It seems like by the time I get a sponsor , the cap for Masters degree cap will reach out 20,000.

In that scenario what happens ? Will my H1b filing transferred to Regular cap or Am I out of luck then ?

 If the master quota is filled and regular quota is still available, you will automatically be considered for regular quota.

Just another question, if your filing goes to Regular cap, will you be able file Greencard under Eb2 later ?
