I am planning on taking it. People don't realize how insecure their properties are back in Nepal after taking up foreign ctzp. Most are getting away with just using their previous Nepali ctzp after natrulizing in foreign coutures without realizing how risky that can be. Needless to say Nepal is in my blood as my DNA is Nepali for centuries so i am grabbing any opportunity given to be close to my and my ancestors beloved birth place.

There are some posts in social media and online news portal that itls done but no official post could be found on rajpatra. INDRAJEET SAFI and his team are still protesting infront of singa durbar as of right now(saw his fb 45 mns ago) demanding for official post about the niyamabli. I hope this clears in a day or two.

ehh02 thankyou for sharing your though.
Read somewhere Mr. Prachanda pushed this bill to cabinet to move forward just before making trip to USA. When and how government will start distributing NRN nagarikta is still unknown.

Thanks ajt, do u remember where did u read it? Its very intersting cuz the act was already passed and home minsitry , artha mantralaya and parrastra mantralaya all worked on the niyamabali and provided then final draft to the mantri parisad and it only needed their approval , it was the last step. Why is it going back to cabinet? Thats square 1 ... some 30k ppl already got nagarikta from the same act.

This says, its done ..

Immediately after promulgation of the Act, the issue of granting citizenship to children of people who took citizenship in Nepal on the basis of birth before 2015 was implemented. But due to lack of regulations, other new provisions were hindered. Now, the door has opened for implementation of other provisions too. Talking to THT, Katuwal said, "The Citizenship Regulations have been approved by the Council of Ministers. Now it will be implemented."Section 7 of the Act has provisions related to citizenship for non-resident Nepalis. Likewise, section 7 (a) 1 stipulates: "A person can obtain NRN citizenship if s/he has obtained the citizenship of a foreign country and resided in a country other than member countries of the SAARC and acquired the citizenship of a foreign country if his/her father or mother, grandfather or grandmother was a citizen of Nepal by descent or birth in the past."According to the Ministry of Home Affairs, there are more than 1.5 million NRNs in various countries. Those who get such citizenship will not be allowed to vote or participate in politics, nor can they hold government posts. However, they can do business and enjoy the right to property in both countries. The regulation has clarified the process and criteria for obtaining Nepali citizenship for NRNs. The applicant or his/her parents or grandparents must submit a proof that they were or are citizens of Nepal. If a person has taken Nepali citizenship in the past, proof of relinquishing it and proof of citizenship of a foreign country will be required. Additionally, a provision in the Act and Regulations requires commitment to comply with the constitution and laws of Nepal. An oath must also be taken. There is also a provision for revoking citizenship if a person who has taken such citizenship acts against the independence, sovereignty, geographical integrity and national interest of Nepal. The bill also allows the applicant to obtain citizenship in the name of the mother.Similarly, in case the birth of a Nepali mother and the identity of the father is not revealed, they will be allowed to keep the surname and address of the mother or father.Although the majority of NRNs are happy at being able to obtain citizenship, some non-resident Nepalis are demanding that the new citizenship should be recognised as that of descent. They said they would not take citizenship that would break their descendants' relationship with the state. To get this citizenship, one has to submit a certificate of relinquishment of Nepali citizenship.Since most of the non-resident Nepalis who have acquired foreign citizenship have not yet renounced their Nepali citizenship, they must first renounce their Nepali citizenship to apply for NRN citizenship.A version of this article appears in the print on September 07, 2023, of The Himalayan Times.

Hi ehho2, i mean to say Prachanda pushed mantri parisad to pass this regulation. Apologies for creating confusion. I read in https://english.onlinekhabar.com/provision-nrns-nepali-citizenship.html it was shared by SajalShakya.

https://english.onlinekhabar.com/provision-nrns-nepali-citizenship.html

Section of it is -

Sources close to Prime Minister Pushpa Kamal Dahal said he was active and determined to pass the regulations.

“Before his visit to New York for the United Nations General Assembly, the Prime Minister wants to convey a message to the NRNs present there that they would be allowed to have Nepali citizenship too,” said the source. “Consequently, there was a particular emphasis placed on the enactment of the citizenship regulations.”

Thanks Ehho2 , Ajit for keeping this discussion alive.

Things will not be 100% clear until the details of the new Niyamawali are published. Will the new NRN citizenship be better than just the NRN card issued currently by Ministry of foreign affairs or embassies , and in what ways?

1. Property purchase - currently NRNs with the NRN card still need ok from ministry of foreign affairs to buy property and it is a complicated process. Will the new change allow NRN citizens to buy property exactly like regular citizens or will there still be limitations, and will this property be reported to the foreign government where the NRN has their passport from, especially US govt?

2. Banking - kyc - currently NRNs can only open special NRN bank accounts . Will that change? do the new NRN citizens still need to declare on kyc form their foreign status/citizenship and will banks report the amount to the foreign government where the NRN has their passport from? I think it is required by FATCA ( Foreign Account Tax Compliance Act for US citizens) and Anti-Money Laundering / Countering the Financing of Terrorism (AML/CFT) for us citizens.

3. Ancestoral property - how will ancestoral property like land and buildings and , especially cash received in nepali rupees from the sale of ancestoral property or cash/ cheques received in Nepal rupees as your share when ancestoral proprerty is sold and divided in the family be treated? Do these also get reported to the foreign government of the country where you hold your passport? Will you have to pay foreign taxes on this income? How do you keep this money in a nepali bank?

3. Income in Nepal - will this be reported to foreign tax authorities, especially the US tax authorities?

I would imagine that Nepal as a nation and nepali banks still have to comply with international banking regulations .

Thanks Sajal but shouldn't all of the facta rules still apply to even the permanent residents holding Nepali passport and nrns with nrn cards already. I guess they can make this thing as much complicated or as easy as they want. Lets see what happens. I am hoping that they dont try to address the tax complications with 2 page niyamabali on how to apply for nrn nagarikta. I think, that should be a different topic and should handled seperately.

nepcoolio, if you have reach please ask Kul Acharya, he is one of the major investor in tiger palace resort, definitely that investor team do travel in domestic airlines and how they manage to buy ticket, using foreign passport or nepali nagarikta ? he is leader of NRNA so we can follow his guidelines what he does.

Ajt, i am inclined to belive safi over media this time. If it was actually out then it would be in rajpatra. Safi has talked to home ministry and says he confirmed that it not out. They are still rioting for their cause. I am disappointed at this safi guy after seeing his interview tgis morning. He says nrns are foreigners and we shouldn't get citiEnships. They havent been citizens for even a year but alrrady bashing in nrns.

Safi is working hard to streamline his political career, must have been funded by some big shots.

Ajt, now i believe so too..how else they would get money to travel all over Nepal, and spend money for months while running the protests, not only for him but for anyone who wants to join. I think the grand design here to chase away the children of citizens who have lived in Nepal for generations for economic reasons and take away thier voting citizenship and make Nepal weaker like that. I was pissed that this guy had audacity to say bad things about nrns, who are the descendents of Nepalis who have lived in Nepal for thousands of years and still supporting Nepal's economy by sending remittance.
