The recent public appearance in the Nepalese capital, Kathmandu, of Maoist leader Pushpa Kamal Dahal,alias Prachanda, led to much excitement.

But for some, it is ironic that a man who has led a ruthless war that took the lives of 13,000 people is being treated like a hero.

For many others, he is a hero, who has given a voice to millions of downtrodden people in one of the poorest countries in the world.

So is he a hero or villain?



Demands

When Prachanda launched an armed rebellion in 1996, Nepal had just restored multi-party democracy after 30 years of direct rule by the king.

A peaceful people's uprising in 1990 had forced the then King Birendra to become a constitutional monarch and after a smooth transition, a new constitution was written and democratically elected leaders were in power.

Despite concerns about corruption, democracy was slowly taking root.

Schools, roads and bridges were being built and businesses were expanding.

Though records have fluctuated, the GDP growth rate in 1995/96, when the Maoists began their insurgency, was 5.4%, an encouraging figure for Nepal.

The immediate reason given by the Maoists for the declaration of war was that the government rejected their demands "without giving them any attention".

Many of those demands related to political and social reforms which most Nepalis would find acceptable.

However, few agree that the government's rejection of the demands was enough reason to declare a war which has caused Nepal enormous suffering.

Violence and intimidation



The Maoists have used violence to push demands.
Accurate independent figures about the economic costs of war are not available.

However, according to Finance Minister Ramsharan Mahat, the damage to infrastructure alone amounted to $246m - around 15% of Nepal's current annual budget.

The Maoists have used threats, extortion and killings to get their way.

They have killed poor, innocent people and those who have criticised their top leaders.

The war has encouraged and spread a culture of intimidation and violence, which is bound to have a long-term impact in a society which was credited for peace and harmony.

Prachanda and others have defended these tactics, arguing that during war such incidents do occur and that they regret mistakes.

Many find it difficult to agree. They argue that Prachanda and many top Maoist leaders are, in fact, more feudal and hypocritical than those whom they regard as such.

There appears to be some truth in this.

'Well-fed' rebel

Prachanda speaks passionately about the need to dismantle feudal structures to create a proletarian society but he has remained quiet about his own elevation as a demi-god by his supporters.

The rich and ruling elite in Kathmandu, who the Maoists view as feudal and want to destroy, has been left untouched throughout the war, whereas poor and ordinary villagers have suffered.



The war has caused ordinary Nepalis enormous suffering.
After seeing Prachanda's pictures, a teacher at a village school recently told me: "Prachanda looks very well-fed. In fact, his healthy diet is bought from the money extorted from poor people like myself.

"Or else, where does he get the money from?"

For Prachanda India was an expansionist foe.

Out of the first nine points in his 40-point demands submitted to the government in 1996, seven were directed against India.

However, it has been an established fact that during much of the insurgency both Prachanda and his deputy, Baburam Bhattarai, have spent time in India.

There have been credible reports that Indian authorities have covertly co-operated with the Maoists at times.

That explains why after the insurgency started they have rarely been critical of India.

'Power of the gun'

This does not mean Prachanda is devoid of virtue.

Many middle-class villagers like Prachanda would have preferred an easy route in life. However, he chose a difficult path to pursue his conviction that "power comes from the barrel of the gun".

Risking his life, he did derive that power and made the powerful ruling elite of the country realise that they cannot take their privileges for granted.

Prachanda claims to have dismantled the feudalistic social structure in the villages under Maoist control. To an extent this is true.

There is also a growing awareness about social and political rights in rural Nepal because of the insurgency.

For now Prachanda seems to have accepted that there is no alternative to multi-party democracy in Nepal.

But many would continue to question whether all the killing and destruction was necessary for him to accept what Nepal's major communist parties accepted a long time ago.

Much will depend on how much he can deliver in Nepal's future political set-up.

it is true in a way but not entirely true.The uneducated armies target is educated people and who has something,This is the game prachanda and maoist has been playing.People have been expolited in nepal but this happens in every country .We need to recoginize that and reduce the gap.
Prachanda is considered as hero by some fools. who thinks he doing for the nation.Actually is so why did he need the particiation in govt. and dying to get chair.
Mobocracy is increasing in nepal , this is good for parchanda and his supporters so that they can take all the advantage of the situation.
BUt , i do not think , people are going to let that happen.They think people of nepal really support them.how can you support someone who extrorts money?kills people mercilessly ?

If there is fair election people of nepal won't let them come .So , there is nothing to worry if there is fair election.they will go back to jungle or start their jungli style in roads now- like mob.they will start obstructing day to day life of people and cause pain and suffering to people cause they will hate people who didn't support them.

Maddogg,

It is unfair to be too rich. Do you know what I mean? There is only 'so much' money in the country....for one person to get too rich, another has to be too poor, even if the poor person works as hard as the rich(maybe even more), she is just not paid enough to keep her family's stomach full. That's why when some people get too rich, they start donating money. Because when you earn money from the people, you have to dare to give it back atleast some amount. That what Bill Gates did. That's why people pay taxes in US.

What I said might sound unfair to some (about giving back money to society), but do you remember how much your parents paid their servants back home? How much money does a 'bhariya' get for lifting goods or even people to the top of manakamana?...one can think of many many more examples...

Anyway what I was going to say is, you don't have to afraid of maobadies. They don't indiscriminately kill or loot people. They are also human beings, perhaps more sensible than you are...who have dealth with sufferings(both physical and mental) a thousand times more than you ever did....and humans do learn from their sufferings...

hey sajhauser what do you know man,??? defending labor disparity and trying to make sense of your useless comments................common......Even here in the US people who work the lower jobs get paid low income......you cant go on comparing a taxi drivers income with a doctors income.........dude life isnt fair forevery one......I do agree that oppertunities are scarse in Nepal........but the root of the problem is education...............I just wonder you making such comments ,typing a computer....probably in the States.....or elsewhere abroad.....Welleducated ...and presumably making good money..............Advicing giving moneyback to the society??

Here in the US , generally people dont need servants.....they have dishwashers, washin g& dryer machines, coffee maker, microwave, oven.........etc etc...they have replaced the role of servants...but that wasnt the case long long time ago........and Nepal is caught up in that time frame......

dont compare me with your senses because i am starting to believe that you dont have any sense at all.........may be you have closed your eyes on all the corruption goin on In Nepal.....and has been comitted .....By the so called maoist heros of your ...who you so proudly defend...........They are in the Revenge and power trip......worst of all many are angry mob , uneducated, poor, and have a weapon. Its the governments fault to create this situation but the ones to suffer are the little succesfull minority of Nepal....
My dad was a medium (Middle)class citizen and then he started realestate and some stores here and there .....and due to his hard work we are at a comfortable life.....he was not born with a silver spoon.......He has told me stories about how he worked hard, ups and downs he had...how many times he had to go hungry........so on and on....but he never gave up ................Now do I want to share my dads hard won success??...Hell no......But do I want to teach someone to become successfull ...hell ya.......I read a verse that quote" It is better to teach a hungry man how to fish than to just hand him a fish ..............."
Nepal is in a bad state......If you dont believe .....than you are in a state of denial,.....come out of it and read the news how Nepal is slowly loosing her democracy.Read all the agenda of prachanda for future Nepal.........I dont even want to picture Nepal being like that..........when communism is failing everywhere Nepal is falling for it........In a different form......Like the jackle inside a sheeps hyde......after all is said and done ............Nepal will even loose its name.......we will have a different Name...Flag.........and culture....You my friend might just like that

He is a savage who resorted to violence. Why he is getting importance is beyond my understanding- he should be put on trial for murder, extortion,kidnapping and all the rest- i cannot imagine him ruling a household let alone a nation.

expolitation of poor people dream just to get into power.This is the
greatest exploitation of all times.

Maddog you are right.. we have all story like yours.Our fathers have
worked hard.Now sharing wealth , take money from rich and give it to
poor is nonsense and ridiculous.Nepalese willing to help
nepal as much we can with investments.But they need to assure peace and no
mobocracy.this is life .. survival of fittest... work your ass off you are bound
to succeed.Giving guns to poor and teaching them to loot will make them
looter not enterprenuers!!

To solve this problem we don't need communist government..if you want to set up an example you can start from your own house so that other can also learn... Its a fact that domestic helper and all those minor job is given such a minimun money, i mean if a small girl works as helper i have seen most people won't even pay 500 rs a month, the highest might be 1000...
I never felt like that way when i was in nepal, and about USA there is wage set up even for helper, they are not descriminated in pay rolls....so that even a rich wants helper or nanny they pay by hours......

I still don't understand that prachanda....he might have lured all the poor people by saying if he rule country all the poor people can share the property with rich one....i

I'm not comparing a taxi driver's salary with a doctor's. But a labourer's salary with an average nepali's income in ktm or city residents of nepal. Do you know why minimum wage was created in US? I suppose I don't have to explain this. You might say it's government's job and not ours. Well! our governtment HAS NOT DONE ANYTHING ABOUT IT UNTIL NOW ....... That's why I feel the ongoing revolution is good.

BTW.. About the servants in nepal and washing machine here... The person who washes the clothes whole day there gets paid way less than what you would put in Laundromat here....and in ktm the amout that the dhobi gets working the whole day is not even enough for us to go to a restaurant in KTM....it makes me sad...

I have already started giving money back. And I feel very good about it. :) I have seen my father giving a lot more money to labourers in Nepal. Perharps that's why feel for them...And of course when I came to US.

I am not asking you to donate money but start by paying the labourers more...

I think there should be minimum wage set up ...
I agree with you about paying more..My parents also pay more to the helper...I especially feel bad for small children helper working like an adult for long hours in most of the houses...damn it i was playing and studying during that age........

I donot know what you guys are talking about.but let me play little villian out here for a while.
lets compare a life of helper in KTM and that same kid/guy in his village.Do you know why these people come to help in the house?Because they get better life style than they were getting back home in the village.I do not diaagree to make thier future by helping them more.Most of helping kid just by helping around little(i am talking avg or good scenario) gets good food to eat ,watch tv,go to school.In return they help.From my understanding , they themself acknowledge the fact that there lives are better.From their young age they are leaning nothing is free .this is give and take.Whereas most of us who came to usa learned later stage of our life(please think what i am saying).US culture is you help , you get.it is like you help yourslef then i help you.Same applies to poor helpers.So ,i do not deny that some cases of exploitation but in general i do not think that is so wrong.In Usa also 100 years ago they had child labor problem and expolitations .now we are going thru that age .So we are behind them and we might always remain behind if we do not realize to strengthen the economic roots of the country.

Paying more?
Ok i admit ,there should be standard of wages.But do not compare USA and Nepal we are talking two different context.I admit that money dhobis don't even get money people spend in laudry mat. So , does a accountant get as much salary as the accountant in nepal??or how much does CEO of US corporation makes compared to the manager of the division of the same company. Is there fairness and equality in usa job market???is in maoist china wages so fair????i was listening to NPR about problems of Chinese teachers.??what i am trying to say a system cannot be perfect but it is always good to reach almost close to it.

Creating a good system doesn't mean , giving out more money, sharing wealth. And FYI ...communist are not good at getting this system in place.Do not give yourself that false hope and buy those dreams they are selling.

I am not talking about politics.
.i was just talking about domestic helper...especially chldren..their parents are poor and their parents send the childrent to work..its not the children fault either...its their lazy parents remember most of the parents who send their kids to work are "drunkard " who wants to earn money from their children, no matter how poor you are, for children home is home...there is differnt kinds of freedom at home.....
welll it all depends where the children helper goes to work, most of the helper can get food, watch TV, and there are lots of cases i have seen child helper working more and paying less...just like 400 rs a month.. or less than that...even in most scenario even a rich person having three four houses don't even pay less thats what i was talking about....hope our country will be economical stable one day....i want to see those poor also for a bright future..someday it may come...otherwise these poor people will always remain poor..in a country like ours in the past one could go to government school and have made lots of progress...now education in that government school is so poor, i don't know what kind of effort does goverment provide in these government school, i think government school should provide good education so these poor people will have at least hope.....

GREAT POINT IMI.......................Prachanda is turning a have and havenots war soon in Nepal...........which is a possible reality..............sajhauser....compares America to Nepal........common we are no where near this system.....the only country where people have a car, cable a place to live and food and complain of being poor and the goverment doing nothing................In Nepal......the choice will be revolution....massive robbing and looting of the haves by the majority havenots. and Prachanda has successfully led that Army............................
I would love to contribute money to poor Nepalese...given the correct oppertunity but In this current situation.....I fear that the Maoist will blackmail my family......which is so comon everywhere in Nepal, I am here but my family is back home....so sajhauser....paying labourers more is not the answer.......in fact I did donate a lump sum to a child women welfare.....when I was in Nepal few months ago........

If you read carefully, I am not comparing nepali worker to US worker. I'm comparing nepali workers to machines in US. (i thought it was simply shocking...well it's not sensible comparison...trying to compare humans with machines and on top of that machines in US...)...But what I mean to say is that it is so pathetic that I'm having to compare with machines..not even human worker in US. And you guys attemted to write a whole para without even pointing out my mistake...and going in completely different direction.

You guys didn't even mention about the second example (that was more realistic) i gave about needing more money to spend in restaurant in nepal (not in US) than what a labourer would be earning after working the whole day...

In democracy, government is actually run by citizen, their demands. You can't expect girija or prachanda or the ceremonial king to create a paradise. People have to work for a successful democracy. I am not supporting the real communism. It simply doesn't work. And even prachanda himself has said that. So don't indulge yourself by thrashing the communism in old russia insead of thinking about real problem of nepal.

eader to me is someone who listens to people voice and act for the people. Prachanda has been voice of nepali...and by nepali, I mean the majority of nepali, not the (minority) ones who have enough money to send their kids to US. People do die during revolution if you don't know..but unfortunately some innocent ones also do....and some martyrs do....You can't expect things to go perfectly but you have every right to ask question...but there is no need to exaggerate...eg. by saying he killed hundreds of thousands of people..

Politicians act out of fear and for power and approval and vote. I am not advocating that prachanda should be the president of nepal or whatever. But I believe he has changed nepalis enough to control the politicians. And that how real democracy works. People rule!!!

as for servants and their wages in nepal.............those people come from families who cannot afford a one time meal........Sad but true.........They live in houses but as apart of a family......They do NOT HAVE TO WORK HARD AS WE HAVE worked hard here in USA...........now you will say you earned a lot of money tooo..yes I did....paid for my School..education........rent....food...and life stuff you know......I have worled up to 100+hrs work while a student....been through hell...all for what......???for someone like you to advice me on Income and wages disparity........???get a life

It is good that you worked so hard. But I am pretty sure when you worked 100+ hours (per week I assume) you knew there was a bright light at the end of the tunnel. Hope you know that it is not the case for most of the poor people in Nepal.

I am not advocating forced distribution of wealth by saying that you need to give back to your country. And I'm sorry that you felt I tried to 'advice' you.

But all I can see from your posting is that you are threatened by the idea of re-distribution of wealth.

they are curse to the civilization which produces killer like prachanda .He will surely go to hell if it exists.

All the sensible and educated people can intrepret( understand) what i say .U just don't get it!Is it you or your commies education.Ii have my suggestions for nepal but unlike your guru parchanda i do not plan to dictate people or try to give false hope for poors.
