As far I know, the H1B quota opens in March and you can apply till the beginning week of April. Once applied in regular processing takes around 4 to 5 months with no RFE. So, I think it might be better for you to join the college right now and when the H1B quota opens, you can apply so you won't be out-of -status.
So, I would suggest you to apply through premium processing.
