neerman , I disagree on the second part. Please take a look at the registrars notice for F1 student with TPS benefits. There is no gray area.
After you get into F1 , when you request TPS related benefits for reduced course load to your DSO, you don't lose the F1 status or is on hold.
Reduced course load is a benefit not from TPS but from this

However the reduced course load is upon DOS's discretion.
