OK, I missed the gap between F2 and TPS.
While on F2, you can apply for F1. So, get admission to any college , they issue I-20 and help you apply for CoS (Change of status) to F1 with all supporting documents. but getting F1 approved is completely under USCIS decision. If its approved, then let DSO know that you have TPS and they will reimburse the the tution fee as you are eligible for in-state tuition fee.

However, there is a problem with TPS under F1. Unless you apply for hardship, you are suppose to take full credit course and if you use EAD through TPS, your F1 status is on HOLD and you have to re-instate F1 once TPS is expired. Really a grey area but keep an eye on the SEVIS if your F1 status is still intact. Usually College Admission officer maintain the SEVIS for you.
