Dindukhi - People are so narrow minded and little hearted when it comes to leaving a few feet of land in front/adjoining a road while building their house. I have seen people leave the mandatory few feet in front then increase the concrete beam in front to make their rooms larger by taking all the area left in the ground floor. If you see many houses in Nepal, you will see what I am talking about. The ground floor or the base of a house is small, then it gets bigger and bigger as the house gets taller, which should be discouraged from the point of view of earthquake safety. But it seems people have stopped worrying about earthquake, until next time.
