If there is no written rule(s) by USCIS, different people, including professional in immigrations' can interpret those rules differently. If working ONLY 20 hours for F1, with TPS EAD was one of the requirement, USCIS would have put that clearly in their release documents. OR it should have been printed in your EAD card as a condition.
