My wife went through the same process but it was not from NY though. When we did her endorsement of license from TX to CA, we received a letter from CA board asking for the same document that NY Board ask you to submit. However I don't remember the name of the form though. Basically the board wants the verification letter from the school in Nepal where your wife completed her study. They need official transkript from the college in Nepal as well as the breakdown of the courses that she studied. I believe it has to be Form2F or Form 3F that you've mentioned above in your question. So what you can do is, have one of your relative in Nepal go to the college and talk to the college official and they will do everything for but depending upon the college official, it can be pain in a neck. These days all the officials in Nepal knows that most nepali nurses goes abroad and do the endorsements, hence they know the drill. I am not sure if your wife has BSN or ADN but if it's ADN then try to do a workaround by asking them to add few more score on psychiatry because in most of the states in the U.S., ADN nurses from Nepal has to take additional classes for Psychiatry as it's not enough for them. One of my brother's wife did from NY and I don't think she has to take it though but I am not sure. I can ask if needed. Anyways after the college official in Nepal completes everything, tell them to seal the envelope and your relative and ship it from fedex to NY board. Even though NY board or any other board wants the college to directly send it to them but it's not possible because in Nepal our college official don't ship such documents. Hence tell your relatives to ship the sealed envelope.
