No need to move capital, decentralize the power and provide all the facility available in Kathmandu to other cities . No one need to go to Kathmandu for simple things.
When Maoist killing innocent people , it's the only city safe, one of the reason for over populated.
And these Maoist got disposable income from ransom , started buying land in Kathmandu. May be their plan was to capture valley seat by increasing their party members by migration.
