It's a shame. CIAA is the only way we can set the current beurocracy straight (to some level) and it is malfunctioning in the current state. The homepage says:" The Constitution of the Kingdom of Nepal 1990 -provides for it in explicit terms in Part 12, Article 97 that the fundamental directive prescribed for it is to probe cases related to abuse of authority by way of corruption, and improper activities by public officials. Various actions including admonishing, recommending for departmental action and prosecuting erring public official in the court of law may be taken by the CIAA. Constitution needs to give more power to CIAA (more detailed) and as you pointed out Ashu, CIAA should be created with competent workforce, not the jokes that is evidenced.
