Do not know abt tps... but if you are in a valid F 1, yes, you can, and you should be able to bring your spouse.
Get a F -2 I 20 from your school/university. Go to the international office or international center and tell them that you want to bring your spouse and ask them to issue an I 20 for your spouse. That is all.
Send that I 20 to your spouse back home and ask him/her to schedule and appointment for interview at US embassy near to your spouse. That is all.
Prepare a good financial documents which should show that you have enough finance to support both you and your spouse while your stay at USA. Also get married certificate and relationship verification certificate, that is all.
