Honestly, New York Consulate of Nepal is a joke. Either they are under staffed or they don't care about Nepali people's problem at all. You can almost never contact them from phone, and they don't email you back either. (Simply do a google search and you will see a lot of people complaining about this). Some Journalist should write about their carelessness which has caused troubles to people who need service.

The address which you have is correct. You should just go there if you need help, rather than waiting for their call or email or other form of communication.
