Another F-2 applicant here.
I put (c)(19) and from what people have discussed here, either is fine, but (c)(19) seems to be the correct category for those applying TPS for the first time. I think if you put (c)(19), USCIS processes your I-821 first, and then processes I-765. And if you put (a)(12), they process I-765 first (i.e. EAD gets issued first), and then I-821 is processed.
