1. Article on the left is a press release, not an actual article, with published date of 1999. There is no references from the year 1999.
2. You can not COPY & PASTE sentences, paragraphs, and figures from other published article. You are not allowed to do it by including it in references. You may be allowed to do it if you write the COPIED text inside quotes.
3. You are not allowed to publish other's figures without getting the permission from author/publisher.

Tirtha Khaniya still denies any wrongdoing. He said he forgot to include the original article in the reference. It would still have been plagiarism had he included it in the references. He copied para and para from the original article. The original author of the article complained to the journal. Because of his (Tirtha Khaniya's) connections, the published article is no longer available in the library. Most of the published copies were made to disappear (according to nepali news). See, what this guy says (he boasts about plagiarising it in his book):
