@ohgaathe, dont compare country of residence with green cards or permanent residents. Even if you are a permanent resident in New york, you dont get in state tution fee in New Jersey. Whether u r on F1, h1,h4 , you are residing in US, getting all mails in US, paying the rent in US, paying taxes in US, that's called country of residence.
One of the requisite is that you should have been continuously residing in US...and bla bla bla.....
So you are proving continous residency in US to apply for TPS abd yet you dont mention country of residence as US!!!!
