This depends on the area you live. In some areas (cities/countries) you are more comfortable to let your sister go out alone and in some areas not so much. You have to use your judgement.
But, everybody has to fight this battle against rapists and the men mentality blaming women for the rapes. A better culture is a culture where women are not scared to go out rather than a culture where women have to be accompanied by a male relative.
