I need your suggestions on my lost passport case.

I applied for MRP passport 3 months ago from the Nepalese embassy, DC. Last Friday I received it but unfortunately my old passport with valid visa and the citizenship were missing from the package that I received. I emailed and called the embassy today but they are saying that they mailed everything and nothing they found when they searched their office. In addition, they said those documents may have lost during USPS delivery and can’t do anything about it.

Parcel was priority mailed and when I received it didn't seems like opened during transit.
Now I don’t know what to do. I don’t have valid visa, citizenship but only MRP passport.
Please Please suggest me what can I do in this situation.
