I do not think this will affect asylum holders. This is only applicable to people flying out from India for the first time. When an asylum holder flies to India and boards the plane back to their respective countries, they are essentially traveling to and from India. Technically, Nepal does not even come into picture. Besides, this article is silent about such asylum scenarios.
