I have seen guys easily getting H1b even without client letters but I mostly you will get RFE if you don't have those letters.

So, for end client, just send email conversations with your onsite supervisor, or the org charts and the company batch as a proof that you are working in the end clients work site.

For vendor, you can easily threaten them. Just tell them that you need a letter clearly stating that you are a contractor to the vendor and vendor does not pay your salary and the project is good for at least 3 years. Tell them if you do not get the letter you will have to leave the project as you cannot get h1b. These vendors are getting free money from you doing nothing. So they will not deny any of your request.
