You have a point nepalilaure; although I wouldn't put CIAA in similar observation as Lok-Sewa. The closest could be Superme court system - even in US, presidents get to nominate (confirmed by Senate) Supreme court, Court of Appeals and District court justicees/judges. This is primarily for checks and balance measure between the three entities.

However, CIAA's main point of focus are Government workers and the Government itself - although CIAA has announced that they are moving towards private entities. With that in mind, how can you expect an entity to do its due job if the people it needs to investigate control the power to form this very entity? It's akin to police department being filled with cops that thieves handpick.

CIAA should absolutely have no ties to political leaders is my point. However, I understand your point that under the current system, it actually is normal. Perhaps we should reject the normal as it hasn't been working. Ineptness is not just in the people, but in the program itself.
