You keep going to the same point, when I have already said you are missing the main point. Whether he understands english or not, just don't take your hands to your pocket. The cop will never shoot at you for not taking your hands to your pocket.
"He was probably trying to get his phone out or some sort of paper with phone number out to show cops so they could call his relatives." THat's what I said and probably he was. But how would a cop know? They are trained to act swiftly and he acted on instinct. Did he do the right thing? Of course not!! An innocent man suffered gravely. But you just can't come up with a law to not fire on instinct when somebody is reaching to his/her pocket. Some might use their discretion not to fire on an old man, but not all will do that. IF there is a logical solution to this, I'd be happy to hear it. Until then, just don't move your hands to your pocket. Simple.
