I don't know what kind of exception you are talking about. In the video, there are seemingly two cases, one: that khaire looking (not intended an insult hai) guy from pokhara who had a foreign dad, two: all other boys/girls and mom whose father was a nepali but has died or left home. And, alukojhol bro/sis didn't mention whether his aunt's child falls into first or second category.
you can easily made an exception for the cases in second category, which Balkrishna Neupane also agreed as those will be matter of administrative exceptions. For the cases in first category there will be a need to legal/or even constitutional exception, which will be extremely difficult to enact.
Anyone whose dad is from UP or Bihar and mom is from Nepal can come forward and apply for a citizenship claiming his dad died or left him/her and mom in Nepal. It will not be that difficult to make this case if his/her intention is to get nepali citizenship. So, they all can get a citizenship under 'exception' category.
But, my belief is that you don't need to do all that. You don't need to be scared of 'fizi karan'. India is a big market for everything, it is a land of immense potentials. How many UPanins or Bihari's are there who want to come to Nepal to marry a nepali girl so that their kids in future will get Nepali citizenship? And, giving naturalized citizenship to a foreign jwain should not be a problem after they renounce their native country citizen and reside in Nepal for a specific numbers of year (they can increase the number of years for all incoming jwais).
If there is some much concern on the criminal profile/history of new jwain as ----------suggested, the immigration clearance can be made stricter. And, the eligibility to getting a government jobs or to run a government office can be made stricter (for eg. only after residing in Nepal for 10 continuous years).
