If a person cannot speak Nepali then we should not force him to speak Nepali. If a person does not feel comfortable to wear “Daura Suruwal” we should not force him to wear that. 

There was a  day when IT_guy could not read/write/speak English. His teacher forced him to learn English (may be he was beaten several times with stick, for his miserable grammar) . He even came to the country made mostly by European criminals and their descendants and is bragging in English. .. story goes on...

If I am a Government employee, I must be able to read/write/speak national language. Even if you are Madhesi or Gurung, the service you provide will not be to mere 20% or 3% of population. (If there is high concentration of people of such language, then those language can be used as secondary language of operation.) In order to make you service ready, Nepali is taught from very school level. (Other ref: Hindi is taught across India) If you call this forcing Nepali then I have nothing to say. 

If I join armed force, I wear whatever the uniform is provided. I can not complain if I want to wear dhoti or daura or kachhad. Similarly, if a nation decides to make some uniform a national dress, I don't know why people complain that thats being forced on them?
*nation decides does not mean decided by each and every individual of that nation but majority. we can put this matter to vote.
