Let's forget the background of these leaders for a moment because your judgement will be very biased based upon your political affiliation.
Now, take Kamal Thapa as a leader who wanted to express his unsatisfaction with the system and wanted to propose a new election date. Sure, he raised his voice and tried to rally his troop. But in every sentence he made, he used the proper salutation. If you just read the transcript of what was said, you wouldn't even feel there was a "fight" going on. Nemwang was cool as a cucumber.
We are quick to point out flaws in our leaders. But let's take a step back, would you have been as polite on your words if you were in such a heated argument? This actually sets a good precedence for the parliament which has been seeing new breed of leaders, who could be less "cultured."
