I believe this is the new security feature update in iOS which is prohibiting you from using this device. Couple of things,
-->Did you try putting in DFU mode and reactivating it?
-->When you buy a 2nd hand device, always ask them to reset their information from the device.
Take it to Apple store and tell them you forgot your Apple/icloud id.
1) Don't mention that you recently purchased this device/iphone... rather say that you have purchased it used and been using it for long time (if they ask)........ and you end up stuck at icloud activation after you upgraded your software.
2)They will fix it and transfer the ownership to you (unless the tech guy at Apple store is totally an asshole).
3) It's better to go where there are less people waiting, mostly during the end of the day.
