Better check the US embassy's site in Ankara, Turkey whether or not they accept applications for visas from citizens of countries other than Turkey. There will also be a consular email address that you can use to inquire about the process or ask specific questions. However, if I'm not mistaken, for F visas, the applicant will have to apply/re-apply from his/her home country with the exception of Canada & Mexico.
