From my understanding, they wanna target those individuals who are still in the government positions, have green card (PR) or foreign citizenship, residing aboard and getting paid from the government as well. I have seen some, who faked their daily Hajiri, faked their leave for 4-5 years and were still getting paid. I think it's morally wrong to have foreign PR or citizenship and still working in the high government positions. What about those individuals, who go aboard on government scholarship, get paid for 4-5 years and never return after getting PR? At least, they should return the money that they did not work for.
