Very apt question. Another big concern is how easy are people released after CIAA arrests them.

To address these concerns, I think two questions need to be answered:
1. How immune is CIAA from our elected leaders' reach?
2. Who is conducting check & balance on CIAA's action.

I am not sure who appoints CIAA, but I am guessing the elected leaders or the cabinet assigns them. If that's the case, CIAA can easily be persuaded by the elected officials. This could be a reason why CIAA cannot go after the big guns. One solution could be conducting a fair election for the position of CIAA Head and executives. Much like how DAs and some judges in US are elected, but they shouldn't be affiliated with any political parties. Without this process, CIAA's reach will be severely limited.

The second question is about potential autonomous power bestowed to CIAA. This could be dangerous as well, there has to be a way to ensure that CIAA is not acting on its head's interest alone. Instead of giving this power to the cabinet, I suggest our judiciary system having the power to reconduct a poll for CIAA head if it deems, after extensive legal analysis, that the head needs to be impeached.
