How do you know it was the Twin Otter that caused the problem? Until we analyze the blackbox, we won't know for sure. From what it seems so far, weather induced visibility issues seem to be the culprit.

Yes, many of our airlines are third-hand, old aircrafts but the bigger issue is possibly proper test/maintenance, control communication and protocols (not to fly when too foggy etc).
