I got visa, $20 online being US citizen, my wife, a green card holder went to the Turkish Embassy, Washington DC which took a week to get it, $60 on her Nepalese passport.
One more option if you're in Kathmandu, go to the Turkish Consulate for Visa for Non US citizen.
US citizen can get visa at the port of entry.
