 Usually, USCIS looks for both of your parents name in the birth certificate and nepalese citizenship doesn't include mother's name. That might be the issue if you send citizenship certificate and its translation instead of birth certificate.
So, I would answer as: NO

If you had registered your birth in VDC or Municipality at the time you were born, it would be great. If not, you may still contact your area office back home to get one, but this will be the verification of your birth. You don't have to be physically present in Nepal, your family members or relatives can get the certificate, on your behalf.
