Every embassay, of any county in any country, is allowed to provide help for its citizen. This doesn't mean they can influence the matter one way or the other; everyone has to follow the course of law. But embassy can get itself involved, make sure its citizens have what they are legally entitled to.

Embassy's only purpose and obligation is to protect and promote interests of its country and countrymen on a foreign land.
