Your question is confusing. You dont have data plan so how can you use wifi hot spot for it? Wifi hot spot means using data of your phone to run other wifi enable machines.
Or you are talking about joining wifi hot spot form tmobile ? It used to be there in past but never heard it lately.
Basically you need some data plan to run wifi hot spot.
