It would also have been better if Kofi Annan could have clarified what "serious consequences" meant. It may be noted that Iraq was warned of "serious conwequences" if it further failed to allow unfettered access to all sites. And mind you, that resolution was passed unanimously (14-1 absent) if i recall correctly. So, was the earlier resolution just a joke?
