question for attorneys

 Why do I find that you guys like an interpreter to general public when it comes to you and I reading a court transcript and you understand it as your native language and I understand it as a foreign language. Why has this happened from generations to generations? Why court transcripts are not not very easy to understand unless we have an attorney. To further my question, why its been socially accepted that many of the court languages are still latin or complex? What's the catch? Why not make it modern and make it easy for every sigle person to understand. Why not use technological advances that we see in other aspects of our life and tie that within the judiciary system also? I am not even asking for laws or the message of the law to be changed but just the language. Is this because the language itself can't be changed as words have several meanings that can be interpreted for the benefit of whoever finds out if any benefit can be taken by tweaking the meaning of a "certain" word? Hope somone posts back and you don't have to be an attorney to respond. Anyone from any background and age and gender's thoughts -positive or negative is appreciated.
