Finally awaited CIR bill - Benifits to Nepalese

I know I know.. it has to go through congress and signed... blah blah blah... But there is a greater chance the bill will pass this time with more or less some changes. So just wanted to discuss what are benifits to different category (from immigration perspective) of Nepalese.  Does it benifit to lots of Nepalese?

I think, The point system after 5 years is something postiive. But H1b will need to follow all PERM processing steps. So for new guys  who are students filing H1B is very very difficult, unless they want to masters degree in US and get decent job. Do anyone know if US citizens dependends are allowed work in Nepal? If not US wont allow Nepalese H1B dependent work either.
