For sure who ever filing single and has one or two jobs will withheld more than enough to offset tax liability , most cases (90%) will get  some refund. in 2009 and 2010 there as was a "work for pay credit"  it was 250 and  400 dollars ( I am gussing). 
 Still you can file taxes for back 3 years.
