Wish it said "Most Economical" rather than cheapest. Mumbai and Delhi are huge metropolitan and have parts of the city where a huge population under poverty lives (slums). I wonder if they drag down the curve. Weak rupees also contributed to this. Otherwise, there are parts of Mumbai and Delhi that are more expensive than anywhere else.
