Committing heinous crimes like rape reflects a person's lack of judgment and retarded state of mind. The notion that women exposing their body parts causes a perpetrator to commit rape is a load of baloney. A rapist would commit it regardless. Only a sick bastard would think of forcing a woman into having a physical intercourse w/o her consent and/or interest, upon seeing her in a sexy outfit. 

What about the young woman raped in Delhi or rapes that take place in Police stations, let alone rural villages and other parts. 

All that said, there's no denying that wearing sexy outfits and/or revealing one's body parts is primarily done to seek attention. It's natural for human beings to try and attract people of opposite sexes. People wear makeup, wear nice clothes, try to appear attractive and sexy to attract people of other sexes. But, nobody tries to look sexy and attractive in hopes of gaining undesirable attention of perverts and rapists.
