You are talking about ideal situation. In Nepal, and India the situation is far from ideal and it will be a while till society reaches that kind of state. So until then, if you are a girl or woman, you might want to take precautionary measure than to be crying out about ideals.

As I said before - These men are not fit to live in a civilized world and they should get the harshest punishment there is in the land. They do not have any right to impose themselves physically onto anyone.

BUT my point is you have to get practical.
