That is Baburam's policy.
If they open up the war time crimes everyone will be punished. Every single party, Army, Ex King, beuracrats and even Human Rights. These people know its better not to bring up that stuff. No one will be spared they are all involved in murdering one or more during the 10 years insurgency. Now one may be responsible for more crime than the other but they all did enough to be set behind the bars for life.
