who ever were involved, from top to bottom, deserve punishment under the law. 
The woman broke the law using someone else's passport, she deserves punishment under the law too. 
If the guy forced her into having sex, then he should be charged with rape as well. 

I don't mean anyone in this case deserves Death penalty, however Nepal needs to implement dealth penalty.
